 Promoting the Health, Security and Well-Being of Older Oklahomans

The Central Oklahoma Economic Development District (COEDD) Area Agency on Aging is part of a nationwide network that coordinates supportive services for older persons sixty years of age and older. COEDD-AAA is one of eleven Area Agencies on Aging (AAA) in Oklahoma that contract with the Oklahoma Department of Human Services-Aging Services Division to administer federal and state programs for seniors and their caregivers in a seven county Planning and Service Area (PSA). The AAA was first designated in 1976 to plan, coordinate and advocate on behalf of older persons as authorized by Title III of the Older Americans Act of 1965.

The AAA with the overall goal of a comprehensive community based service delivery system has the following federally mandated responsibilities:

  1. Identify the need for social and nutrition services with special attention given to those older persons with the greatest economic or social need.
  2. Advocate for older persons by strengthening the awareness of service providers, elected officials, civic organizations and the corporate and voluntary community regarding the needs of older persons.
  3. Utilize federal funds to fill identified service gaps.
  4. Provide technical assistance and training to service providers and the private sector organizations pertaining to aging programs and services.

Geographic Information Services/Mapping

COEDD serves as a State Data Census for U.S. Census Information and is capable of providing a wide variety of mapping services.  In addition, COEDD is the primary contact for Capital Improvement Plans (CIPs) conducted by our member cities, towns, and counties.

Rural Economic Action Plan - REAP

The Rural Economic Action Plan, passed in 1996 by the State Legislature, provides  $17,000,000 annually (subject to continued appropriation) for infrastructure improvements for unincorporated areas and communities with less than 7,000 population.  COEDD receives $1,472,500 for disbursement within its region. This amount can fluctuate due to revenue shortfalls at the state level. 

The Oklahoma Legislature decided that elected officials, which comprise the majority of voting members for the Board of Directors of Planning Districts, would have approval authority over developing a cost effective and efficient delivery system for these funds.  Accordingly, each district has adopted approval and disbursement plans for their respective regions. Rural Fire

The Rural Fire Defense Program's goal is to ensure the entire region has fire protection. It establishes new fire departments where needed, assist all fire departments with equipment needs, grants, training, pumper service testing, insurance rate reductions, hydrant program and equipment specifications.

COEDD was one of two Cogs who piloted the Rural Fire Defense Program in 1982. Today this program is statewide with all 11 sub-state cogs.

Since the inception of the Rural Fire Defense Program the COEDD area has saved over 3 million dollars annually in reduced insurance premiums.

The Rural Fire Coordinator monitors all fire related legislation to ensure that the firefighting efforts in the rural areas are not restricted with new legislation that would place additional burdens on the local volunteer fire departments.

The Rural Fire Coordinator maintains a current audit of all equipment on loan through the Rural Fire Defense Program and conducts monthly County Fire & Safety meetings with the fire departments to inform them of any new information needed for the operations of their fire departments.

During the past 2005-2006 winter fire season the Rural Fire Defense Coordinators manned the Fire Liasion position at the Shawnee Operations Center. They served as the liasion between local, state and federal resources combating the devastating winter fire disaster season.

Your Rural Fire Coordinator assists the local fire departments with grants to purchase equipment, construct fire stations and additions and to obtain training.
